Procurement Officer

The Procurement Officer will be responsible for the management and oversight of logistics, procurement and supplies, ensuring quality and best value for health and non-health supply requirements of the TB Vis Min project.
The position will be based in Cebu, Philippines and the position is contingent upon award and funding.
Responsibilities:
- Complete procurement activities to ensure best value for a variety of procurement requirements for the Project,
Qualifications
Bachelor’s Degree in Accounting, Finance or related field and 5 years of relevant experience
- Additional professional training in procurement management, preferred
- Demonstrated experience in procurement activities of USAID-funded projects, preferred
- Knowledge and understanding of best practices in procurement procedures, USAID procurement rules and regulations, project administration and follow-up, and contracts management
- Demonstrated strong analytical thinking and proactive problem-solving and proven capacity to work under pressure
- Ability to organize and can set work priorities
- Can work independently and demonstrate willingness to learn new systems
- Strong organizational skills
- Demonstrated ability to coordinate and manage supplier and service provider relations
- Strong computer skills: Microsoft Office Applications
- Willingness to travel to the field offices
- Strong interpersonal skills and ability to work as part of a team
- Proven strong written and verbal communication skills in English
- Ability to respond effectively to time-sensitive demands and inquiries
- Ability to work on multiple concurrent procurement activities
- Recommend ways by which TDFI procurement policies can be adapted to the evolving context without sacrificing the spirit of the policy, with strategies that support effective and timely implementation of activities.
- In collaboration with Regional Team Leads, lead the development of procurement plans based on approved work plans and support rollout of procurements in procurement pipeline.
- Draft scopes of work/procurement specifications that clearly define the necessary procurement and work with relevant staff, partners and stakeholders in doing so.
- Review requisitions with supporting cost estimates, statements of work, and other required information.
- Provide regular reports on the status of procurement activities including status of payments or disbursements.
- Maintain a transparent procurement procedure in adherence to TDFI systems and procedures.
- Contribute to the review and updating of the Operations Manual
- Evaluate the performance of vendors in terms of quality, reliability, timeliness, and price.
- Contribute to the preparation of project reports.
