GRANTS ADMINISTRATIVE SUPPORT LEAD

The Tropical Disease Foundation Inc. (TDFI) is currently accepting applications for a Grants Administrative Support Lead for an anticipated USAID-funded Tuberculosis Visayas and Mindanao Activity (TB Vis Min) activity in the Philippines. The TB Vis Min activity is a key component of the USAID Universal Health Care Project (UHCP) aimed at improving health outcomes for underserved Filipinos.
The Grants Administrative Support Lead will oversee the day-to-day operation of finance and accounting, human resources management, procurement and logistics and other administrative tasks.
The position will be based in Cebu, Philippines and the position is contingent upon award and funding.
Responsibilities:
· Oversee all aspects of project financial management and operations, including financial and accounting systems implementation; forecasting; budgeting; procurement and logistrics; human resource management, and other administrative tasks.
· Manage finance officer(s).
· Prepare periodic financial reports to Headquarter International Finance and ensure timely submission of reports to the USAID, per award requirements.
· Reports to the Chief of Party on matters including, but not limited, to: operational field accounts, bank reconciliation/statements, office advance requests, and other day-to-day project administration issues.
· Develop annual workplan budgets; oversee effective budget planning; develop and implement budgeting and financial reporting processes to meet project financial management, forecasting, pipeline analyses, and USAID award reporting requirements.
· Ensure project expenses are reasonable, cost-effective, and comply with USAID procurement rules and regulations, and support donor auditing procedures.
· Ensure that award deliverables are achieved within budget while effectively managing fiduciary risk within the project as well as downstream among sub-recipients and suppliers; promptly advise the Chief of Party of all potential fiduciary risks; develop monitoring and troubleshooting strategies to address risks and financial management.
· Validate and approve all financial transactions.
· Oversee the maintenance of financial records and ensure there is appropriate supporting documentation.
Qualifications:
· Minimum of a Master's degree (or international equivalent) in business administration, finance, accounting, or related field; a CPA
· Minimum of 7 years managing USAID grants or 10 years experience in grant management with international funders, e.g., UN agencies, DFAT, GFATM, EU.
· Minimum of seven (7) years of progressively responsible administrative and financial management experience on donor-funded international development projects, including financial and accounting systems development, financial monitoring, budget development and analysis, procurement, operations and logistics, IT, and human resources management and administration
· Experience overseeing project operations, procurement, and logistics, human resource; extensive experience in the development and management of large project budgets
· Strong staff supervision skills and demonstrated ability to coordinate programs with partners from a broad range of backgrounds and experiences; demonstrated ability to lead multi-disciplinary teams.
