Job Purpose
What we are looking for: SKILLS, EXPERIENCE, KNOWLEDGE, ATTRIBUTES AND VALUES:
- Proven track record, with at least five years of project management experience on relevant program experience
- With solid and significant multi-year experience in managing a team and demonstrate effective people management
- In-depth understanding of and extensive work experience in Women's Economic empowerment and or Resilience programming in the Philippines.
- Demonstrated competencies in project management cycle, especially in areas of monitoring and learning, financial management of budgets and donor report writing.
- Significant experience of and proven ability to build, sustain, and manage strong partnerships and work collaboratively with a wide variety of organizations including government agencies, CSOs, NGOs, and private sector institutions.
- Strong interpersonal skills and a highly developed ability to work in multicultural settings and with community groups of varying backgrounds; developed capacity for tact, diplomacy and negotiation.
- High level of influencing skills with proven ability to establish credibility at all levels.
- Mature understanding of transformation derived from direct experience in a development and/or humanitarian context.
- Experience in leading successful capacity development initiatives across partner organizations
- Demonstrated commitment to mainstreaming gender and diversity equity issues as well as a commitment to neutrality and impartiality.
- Demonstrated ability to act as a behavioural role model across the organization about working in partnership.
- Organized, with good attention to detail and developed ability to prioritize tasks to meet tight deadlines and organize work in a complex institutional setting.
- Demonstrated ability to work independently, creatively, innovatively and effectively within teams (sometimes multi-cultural) and agreed framework, as an individual that requires less to no supervision.
- Excellent communication skills with fluency in written and oral English and Filipino.
- Proven experience of using basic MS office application (Word, Excel, Access and Power Point).
- Degree in Social Science; Public management, gender and women’s studies, development, social policy, or related discipline.
- Experience working with disaster-affected populations in the Philippines will be an advantage.
- Experience in community-based projects will be an advantage.
- Experience in the management of funds and grants to national organizations will be an advantage.
- In-depth understanding of the political, socio-economic, and environmental context of marginalized, communities will be an advantage.
- Knowledge of Do-No-Harm principles and conflict sensitivity
- Proficiency in facilitating and documenting meetings
- Proficiency in People Soft tools for project management
- Experience in basic capacity development initiatives across partner organizations.

KEY RESPONSIBILITIES:
- Lead with full responsibility the effective partnerships and project management across the entire project life cycle of the WEE projects. Ensure that program implementation is completed with the greatest impact possible in a cost-effective, consultative, participative and gender-responsive way.
- Overall responsible for the strategic development, implementation and harvesting of lessons and evidence for impactful programming of Women's Economic Empowerment projects aligned to Resilience portfolio strategies
- Oversee the development and implementation of the project monitoring, evaluation, assessment and learning systems in close coordination with the MELSA officer
- Acts as the central point of contact, coordinates and manages all relations, activities and communications of assigned projects.
- Lead the contract management and budget holding for designated projects to ensure that all expenditures are according to approved contracts and budget forecasts;
- Work together with the finance officer for the review of budget spending and recommend changes and corrections in the project information, budget forecasts, etc; ensure that all project financial transactions and documentation comply with Oxfam policy, procedure and minimum standards; with relevant colleagues, in a timely way, take remedial action as necessary to manage financial risk and ensure grants to partners complies with Oxfam’s mandatory procedures on appraisals, partner selection, monitoring, reporting and project closures.
- Leads in compliance with all organizational and donor requirements, producing narrative and financial reports for projects under remit, and collaborates with relevant colleagues, technical advisors, program quality, and business development functions to ensure timely submission of high-quality reporting that complies with donor requirements.
- Ensures that proper administration and logistics systems and procedures are followed in all relevant activities of the program and project.
- Conducts Project Management and Steering Committee meetings and sees through the implementation of agreed action points of the Project Management Committee.
- Coordinates with the other Oxfam team (PAC, MELSA, PSOU) to ensure that communication strategies and activities of the project are in line with Oxfam’s procedures.
- Led in developing strong organizational relationships with partner organizations within the WEE program, coordinating and monitoring all activities and communications to ensure that they reflect the spirit and intent of the country program’s Strategic Partnership Model.
- Responsible for the furtherance of the Oxfam strategic partnership model in the assigned program and projects and support developing, improving, and embedding the country program’s Strategic Partnership Model across the organization.
- Ensure that partners are equal stakeholders in project management, reporting, and MELSA, and that the way that we engage with partners in these areas are empowering, principled and fully aligned with the Strategic Partnership Model.
- Contributes to the assessment and capability development of potential and partner organizations through co-creation, incubation and innovation of projects/proposals, support coordination of activities with operations, technical, and business development leads to ensure processes are inclusive and participatory where potential/partner organizations remain fully apprised of timing, requirements, and status all throughout the process.
- Works collaboratively to solve any partnership-related concerns or challenges within his/her portfolio, seeking to resolve them in a mutually beneficial and amicable way that seeks to empower, and escalates concerns or challenges to his/her line manager as appropriate.
- Provides and ensures open access to both him/herself and the wider Oxfam team, promoting continuous dialogue and ongoing feedback from partner organizations.
- Manages/supervises the performance of direct reports in line with Oxfam policies, ensuring that they have the necessary induction, training, support and effective management against agreed objectives.
- Manages direct reports, volunteers and consultants/service providers that may be assigned to the project, and ensure competencies are equal to the program’s demands.
- Supports line reports in ensuring that they maintain well-being and work-life balance.
- Provides support to the team members promptly to meet project and learning needs.
- Provides recommendations to line manager/HR on issues related to managing staff performance and other related concerns.
- Serve as the technical advisor of WEE with sufficient knowledge and updates on country contexts, emerging opportunities and network necessary for effective and efficient project delivery.
- To lead on external coordination with other agencies and stakeholders with regards to Oxfam’s WEE programming
- Represents Oxfam externally, and positively contribute to the promotion of Oxfam Pilipinas WEE program and take leadership role and contribute to knowledge sharing and program development, where possible and relevant.
- Performs priority organizational tasks related to his/her competencies, as may be assigned from time to time.
- In times of disasters, will be part of the potential humanitarian surge capacity as guided by the Country Humanitarian Team or Humanitarian Advocacy and Strategic Partner Relations Manager.
