OBJECTIVES OF THE PROGRAMME
The mission of WHO’s Health Emergencies Programme is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response.

ORGANIZATIONAL CONTEXT
Under the overall guidance of the Operations Manager and WHO Representative, and technical guidance of the Regional Human Resources Manager, and within appropriate delegated authorities, the Human Resources Officer provides human resources and talent management services to all personnel at the WHO Country Office (WCO), Ukraine.
DESCRIPTION OF DUTIES
The Human Resources Officer is responsible for day-to-day HR operations of the office and managing a team of dedicated HR personnel at WCO Ukraine. This role will be monitoring HR support role of +350 person office and tailor HR team size to meet the requirements of the office. The Human Resources Officer consults and collaborates with the Regional Human Resources Manager and responsible HR Business Partner and/or Human Resources Officer at the Regional Office and HQ on staffing requirements and structures; ensures the coherent application of Staff Rules and Regulations, and related SOPs in the administration of entitlements, including consistent implementation of delegated authorities and responsibilities on policies and other complex and sensitive matters. Under the overall guidance of the Operations Manager and WHO Representative, and technical guidance of the Regional Human Resources Manager, and within appropriate delegated authorities, the Human Resources Officer provides human resources and talent management services to all personnel at the WHO Country Office (WCO), Ukraine.
Summary of Assigned Duties:
  • Actively participate in the establishment, and manage the implementation of, the HR strategic plan that supports the emergency preparedness, response and recovery activities within timeframes and allocated budgets; identify with managers the emergency staffing needs and contractual modalities, advice on overall HR policies and procedures and ensure the provision of all related services.
  • Monitor and oversee all staffing and position management actions including facilitating the establishment of new positions, extension of appointments, renewal of non-staff contracts, separation, etc. advocate the use of generic post descriptions. Develop systems for tracking large scale recruitment to provide weekly management updates on progress against weekly HR plan.
  • Conduct and manage recruitment and outreach for international and locally recruited staff and non-staff using a range of online and traditional means to maximize response to positions. Establish and maintain related rosters, at the country level. Track and report on HR requirements against plans, status of filled positions/vacancies.
  • Advise on interpretation and application of HR policies, regulations and rules, code of conduct; as well as benefits and entitlements. Provide induction and orientation sessions and briefing to newcomers.
  • Act as attendance and leave administrator for the office.
  • Provide guidance and ensure HR compliance across the office in the implementation of the performance appraisal system.
  • Manage and supervise the HR team, ensuring effective communication so that the team functions transparently, efficiently and effectively.
  • Supervise updating and maintaining the relevant HR databases and reporting systems. Provide regular and ad hoc HR reports to support strategic decision making.
  • Draft audit responses, review and follow- up on any outstanding audit recommendations related to the HR issues.
  • Reports to the Regional Office on overall status of HR issues including Danger pay, Location verification, Dependency verification and other HR issues as required.
  • Provides information and analysis of CO’s training and learning needs, facilitates local training and participation of CO staff in the Regional training activities.
  • Perform any other related HR-related duties, as required by the functional supervisor.
REQUIRED QUALIFICATIONS
Education
Essential: A university degree (Bachelor’s level) in human resources management, public or business administration, law, social sciences or other related fields from an accredited/recognized institute.

Desirable: Advanced university degree (Master’s degree or higher) in public health, business, public administration or other relevant related fields from an accredited/recognized institute. Training or certification in human resources management.
Experience
Essential: At least five years of proven experience, in the field of human resources management such as classification, contract management and administration of benefits and entitlements. At least two years of experience managing selection and recruitment processes independently. Experience / exposure at the international level. Demonstrated experience in the operational application of human resources management policies and practices, selection and recruitment, and the administration of benefits and entitlements is essential. Demonstrated experience in developing tracking systems and HR analytics. Demonstrated experience working in an emergency operations context.
Desirable: Experience in in developing countries. Prior humanitarian working experience at field level, with WHO, other UN agency, health cluster partners, recognized humanitarian organizations or with an international nongovernmental organization. Experience in working with WHO HR guidelines, policies, procedures and SOPs

REMUNERATION
WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 64,121 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 1,928 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
