The Department of Budget and Fiscal Services, Treasury Division, is hiring an Accountant V. This is a critical position responsible for supervising and performing difficult and specialized professional accounting work with an emphasis in providing technical tax knowledge of the State of Hawaii’s, and the City and County of Honolulu’s Transient Accommodations Tax (TAT) and Timeshare Occupancy Tax (TOT) laws to ensure tax compliance. Of utmost importance is ensuring the accuracy and timeliness of taxpayers’ required tax payments to the City. The primary responsibilities include analyzing, and auditing taxpayers’ information for accuracy and timeliness in complying with the TAT/TOT laws, rules and regulations. This position directly supervises the day-to-day operational and accounting responsibilities of the Accountant IV and Accounting Technician positions.

Examples of duties of an Accountant V includes but is not limited to the following:
  • Responsible for performing difficult, complex and specialized professional accounting work for the Transient Accommodations Tax (TAT) and the Timeshare Occupancy Tax (TOT) revenue program.
  • Works directly with the high volume of TA taxpayers to effectively resolve and correct the most highly complex errors in an efficient and effective manner.
  • Directly responsible for supervising, advising and supporting the accounting and day to day operational responsibilities of the Accounting Technician and Accountant IV.
  • Coordinates with the State Do TAX in conducting audits and investigations to enforce the tax provisions relating to criminal tax penalties described in Chapter 231, Hawaii Revised Statutes to encourage and achieve directly or indirectly, voluntary compliance.
  • Responsible for implementing and maintaining full service administration of the TAT software application program.

Minimum Qualification Requirements

At time of application, you must be a citizen, national or permanent resident alien of the United States or a non-citizen eligible under federal law for unrestricted employment.
EDUCATION REQUIREMENT:
Equivalent to graduation from a regionally-accredited college or university with a major in accounting or in business administration with courses in accounting. (Note: At least 12 semester credits in accounting or auditing courses is needed, six of which must be above the beginning or elementary course level from a regionally-accredited four-year college or university).

Education obtained outside of the United States must be comparable to a degree earned at a regionally-accredited college/university in the United States. In order to receive credit for the education, a foreign credential evaluation (FCE) must be provided. We also reserve the right to request further information about your academic program, evidence of comparability, or an original transcript.

EXPERIENCE REQUIREMENT
:
Four (4) years of progressively responsible work experience in professional (i.e., post bachelor's degree/non-clerical) accounting, including or supplemented by work experience demonstrating aptitude or potential for the performance of supervisory duties through successful completion of regular or special assignments which involve some supervisory responsibilities or aspects; by serving as a group or team leader, or in similar work in which opportunities for demonstrating supervisory capabilities exist; by completion of training courses in supervision accompanied by application of supervisory skills in work assignments; or by favorable appraisals by a supervisor indicating the possession of supervisory potential.

SUBSTITUTION: A Master's degree in Accounting from a regionally-accredited four-year college or university will substitute for one of the required four years of professional accounting experience.
