Summary of Job Duties:
The Evaluation Specialist will develop and execute culturally responsive plans to evaluate ICHI programs and services and community health policies. This includes designing and leading evaluations of programs or policies; collecting and managing data needed to track, evaluate, and report on policy and program activities and outcomes; and analyzing data for use in proposals, manuscripts, presentations, and reports to internal and external stakeholders. The Evaluation Specialist will work across research and evaluation by conducting literature reviews, creating logic models, conducting formative/process evaluations, drafting evaluation and data management plans, co-creating data collection materials (e.g., interview guides and surveys), and analyzing data. The Evaluation Specialist will identify, share, and evaluate opportunities for program improvement and interact with program colleagues and community members to drive evidence-based decision making.

Qualifications:
- Bachelor’s degree plus three (3) years of experience in any of the following, combined: evaluation, research, quality improvement, process improvement, planning data collection methods.
- Must have excellent written communication skills (a writing sample may be requested).
- Must possess knowledge of research methods and/or program evaluation.
- Must have the ability to develop, interpret, summarize, and present complex data.
- Intermediate proficiency using Word, Excel, and Power Point.
- Able to work independently and interdependently.
- Strong attention to detail.
- Ability to independently manage project timelines.
- Master’s degree in public policy, public administration, public health or related field plus one (1) year of experience in any of the following, combined: program evaluation, research, quality improvement, planning data collection activities.
- Experience relevant to position duties, conducted in health care or public health setting.
- Experience with translational research/science evaluation or mixed methods research.
- Experience supervising personnel or leading project teams.
- Experience using statistical software (e.g., R, SPSS, STATA).
- Experience using qualitative analysis software (e.g., MAXQDA, NVIVO).
- Bilingual (English/Spanish) (English/Marshallese).
Additional Information:
- Plan, collect, analyze, and summarize data
- Contribute to the development of culturally responsive research, program evaluation, and Quality Improvement (QI) project designs
- Lead active ICHI research and program evaluation projects and manage project teams
- Identify and liaise with partners and community members to ensure culturally responsive evaluation and research activities
- Negotiate on program evaluation and QI priorities and scope
- Contribute to analysis plan development for research, evaluation, and QI efforts
- Plan, collect, analyze, and report on ICHI research and evaluation of community health policy, projects, and services
- Plan, collect, analyze, and report on QI efforts
- Manage ICHI and community health data
- Produce tailored summaries to include in various proposals, presentations, and reports for internal and external audiences
- Lead the writing of manuscripts and reports for internal and external audiences
- Serving as team lead
- Coaching of team members
- Training new staff
- Including the performance of tasks that facilitate the development and delivery of culturally responsive services and resources (such as translation of materials if within the candidate’s skillset) to effectively serve our diverse populations.
