Assistant Manager (Flower Show) on non-civil service contract terms (NCSC)

Entry Requirements:
Candidates should have -
(a)(i) a full-time teacher’s certificate with physical education as one of the subjects studied, or equivalent; or
(ii) an accredited Associate Degree from a Hong Kong tertiary institution/a Higher Diploma from a Hong Kong polytechnic/polytechnic university or the Hong Kong Institute of Vocational Education in management of recreation, sports or horticulture, or equivalent; and
(b) met the language proficiency requirements of Level 2 or above in Chinese Language and English Language in the Hong Kong Diploma of Secondary Education Examination or the Hong Kong Certificate of Education Examination (HKCEE), or equivalent.

[Note:
(1) Those who have not studied physical education/sports, recreation or horticulture when obtaining the qualification in (a)(i) or (ii) above should have a Diploma/Graduate Certificate in recreation, sports or horticulture management offered by a recognized tertiary institution, or equivalent. Depending on individual subjects that a candidate has taken during his/her study, a candidate who majors in leisure study, tree management, botanical study, plant cultivation, arboriculture, biological science, garden and landscape design, etc. may also be considered.
(2) For general awareness, a locally-accredited Hong Kong Associate Degree/ Higher Diploma is at Level 4 under the Hong Kong Qualifications Framework (HKQF). While there are other qualifications under HKQF Level 4, for the purpose of this recruitment exercise, only Associate Degree/ Higher Diploma in the relevant subjects is acceptable. (3) For non-civil service contract appointment purpose, ‘Grade C’ and ‘Grade E’ in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007 are accepted administratively as comparable to ‘Level 3’ and ‘Level 2’ respectively in Chinese Language and English Language in the 2007 HKCEE and henceforth.]
Having full-time working experience, experience in performing as project officer of large-scale exhibition, for example, the Hong Kong Flower Show (HKFS) organised by the Leisure and Cultural Services Department, involving at least one aspect in operations of secretariat, ceremonies, ticketing, security, crowd control, commercial stalls and/or arranging publicity & promotion of event is preferable.


Duties:
The NCSC Assistant Manager (Flower Show) [AM(FS)] is mainly deployed –
(1) to assist in providing administrative and logistic support to the Steering Committee, the Show Committee, the Organising Committee and Sub-committees, and to assist in planning and implementing the HKFS and its related events, such as photo shooting activity, press preview, photo competition and online voting activity;
(2) to liaise with other Sub-committees and the related stakeholders for preparation, scheduling and implementation of all HKFS-related matters, including, but not limited to, the collation of requirements of the tender services and direct purchase order, the procurement of miscellaneous goods and services, and preparing the auction of commercial stalls, to review the prospectus of plant exhibit competition and student drawing competition, and the arrangement of online enrolment;
(3) to assist in procurement matters involving services contracts and to perform supervision and patrolling duties at the Showground to ensure the satisfactory performance of contractors and the smooth implementation of services;
(4) to supervise the performance of Temporary Project Officers and part-time staff and provide guidance to them for preparatory works and projects implementation to ensure the smooth operation of the Show;
(5) to assist and support the participation of the Mainland flower expositions;
(6) to handle public enquiries and complaints related to the HKFS; and
(7) to perform any other duties as assigned by senior officers.


Working Hours:
The successful candidate is required to work 44 hours gross per week. Actual working hours will be arranged by supervisors.

Working Location:
The appointee may be required to work in the New Territories or remote areas (including outlying islands).

Terms of Appointment:
The successful candidate will be appointed on NCSC terms. The contract period is around 12 months. The actual contract period will be determined by LCSD according to operational needs.

Fringe Benefits:
Upon satisfactory completion of the contract and subject to satisfactory performance and conduct during the contract period, NCSC AM(FS) may be granted a gratuity. The gratuity payable for the contract will be the sum which, when added to the Government’s contribution as required by the Mandatory Provident Fund Schemes Ordinance (Cap. 485), equals to 15% of the total basic salary drawn during the contract period.
Rest days, statutory holidays (or substituted holidays), annual leave (14 paid days per annum, or to be calculated on a pro-rata basis for services of at least 3 months but less than 12 months), maternity/ paternity leave, sickness allowance, where appropriate, will be granted in line with the provisions of the Employment Ordinance.

(3) Holders of academic qualifications other than those obtained from Hong Kong Institutions/Hong Kong Examinations and Assessment Authority may also apply but their qualifications will be subject to assessments on equivalence with the required entry qualifications. They should submit copies of their official transcripts and certificates by post to the following contact address on or before the closing date of application.
(4) Candidates who are invited for selection interview will be required to produce the original copies of the official transcripts and certificates for verification and photocopies for record purposes. The application will be deemed unsuccessful if any applicant fails to produce the original copies of the required documents for verification. All qualifications/ working experience of the candidates should be obtained on or before the closing date of application. Qualifications/ working experience obtained after the closing date of application will not be considered.
(5) Candidates who are selected for interview will normally receive an invitation (by e-mail or post) in about 10 weeks from the closing date of application. This period may be longer in exceptional circumstances or when a large number of applications are received. Those who are not invited for interview may assume that their applications are unsuccessful.
