Oxfam has been working in the Philippines for over 30 years to address the underlying causes of poverty through programs on resilience, gender justice, and humanitarian preparedness and response.
Oxfam in the Philippines (Oi PH) is transitioning into Oxfam Pilipinas (OPH), a national organization and independent affiliate of Oxfam International.
OPH seeks an outstanding Filipino leader who will lead and manage the third Asian affiliate of Oxfam International. The Oxfam Pilipinas Executive Director (OPH ED) will build an effective national presence for influencing, campaigning, programming, and fundraising. S/He will lead OPH in its mission to forge partnerships to co-create and support innovative, empowering and sustainable solutions, challenging and transforming governance for the empowerment of marginalized groups towards resilient and inclusive communities.
Job Purpose
- Formulate and ensure the implementation of strategies and programs to achieve the objectives of OPH.
- Lead the organizational development of OPH and ensure the resources, competencies and culture for it to function as a strong national member of Oxfam International.
- Cultivate effective relationships and alliances with stakeholders including national and local government agencies, civil society organizations, donors and funding partners, private sector, and other strategic allies.
What we are looking for: SKILLS, EXPERIENCE, KNOWLEDGE, ATTRIBUTES AND VALUES:
Essential
- Proven track record and leadership experience, with a minimum of five years of senior management experience in an organization comparable to OPH’s size and scale. Experience with Oxfam is an advantage.
- At least 10 years of experience in development work in either the public or private sector, NGOs, or academe. Experience with an international NGO is an advantage.
- Sophisticated analysis of the political, economic, and social factors driving poverty and vulnerability in the Philippines and globally.
- Leadership experience in development and humanitarian programming, influencing and resource mobilization.
- High level financial and asset management skills to steer and efficiently manage a budget.
- Experience in designing and implementing organizational development strategies, managing complex change processes and relationships involving a wide range of multicultural stakeholders, and crisis management.
- Track record driving and supporting team performance and individual development.
- Demonstrable experience in gender sensitive programming.
- Excellent negotiating and communication skills.
- Commitment to Oxfam’s safeguarding policies to ensure that all people who come into contact with Oxfam are as safe as possible.
- Availability to travel away from home, often to remote sites within the country for several weeks per annum, and periodic travel abroad.
- Professional English proficiency (oral and written).
- Master’s degree in social science, political science, economics, international relations, law, business administration, and other related fields is an advantage.

KEY RESPONSIBILITIES
Leadership
- Lead the completion of the transition of OPH as a national affiliate of Oxfam International.
- Create and support an environment which results in quality programs, strong partnerships, influence, knowledge sharing, and innovation.
- Ensure overall leadership of disaster preparedness, mitigation and management, including humanitarian response.
- Identify opportunities to accelerate the growth of a healthy, vibrant, and sustainable organization that effectively contributes to Oxfam International’s principles and values.
- Adhere to Oxfam’s principles and values, including the promotion of gender justice and women’s rights.
- Serve as a member of the Oxfam International Executive Directors Forum.
- Be accountable to the OPH Board of Trustees as an ex-oficio member, supporting it to fulfill its governance responsibilities.
Management
- Lead the senior management team and the over-all team, enabling an open, equitable, transparent and accountable working culture committed to delivering impact.
- Ensure OPH has the required resources, competencies, and systems to fulfill its goals and objectives.
- Identify strategic priorities and ensure the functioning of reporting, monitoring, and administrative processes.
- Ensure compliance with contractual and legal obligations regarding security and wellbeing of staff and all collaborators, in line with the principles of safeguarding, child safety, gender equality and diversity, equity, and inclusion.
- Ensure compliance with security, communication, and institutional protocols.
- Ensure effective implementation of institutional processes and policies, under the strategic direction and decisions of the Board of Trustees.
Strategy and Planning
- Implement OPH’s strategic plan approved by the Board of Trustees.
- Contribute to and maximize the use of knowledge networks to share strategic thinking and learning and ensure that programming is evidence-based, innovative, agile, and responsive to opportunities for change.
- Establish the processes of planning, monitoring, and accountabilities of the resources allocated for the operation and execution of OPH actions.
Financial Performance
- Ensure long-term financial health of OPH through leading fundraising strategies and ensuring judicious use of resources.
- Lead strategies towards building OPH’s unrestricted income and financial reserves.
- Guarantee compliance with OPH’s financial management policies and legal requirements.
- Oversee efficient and effective administrative and financial supervision.
- Ensure that programs and the organization as a whole have efficient financial backing by following the parameters and policies determined by the Bo T.
Representation and Public Engagement
- Represent the work of OPH nationally, regionally, and globally.
- Build influential relationships and develop networks for effective change, both internally and externally, maximizing the organization’s capability for influencing.
- Ensure that appropriate tools and technology are in place for program content to influence internal audiences and external stakeholders.
- Build networks and relationships with strategic allies, including national and local government agencies, civil society organizations, media, social movements, and the private sector.
Other
- Required to adhere to Oxfam’s principles and values as well as the promotion of gender justice and women's rights
- Understanding of and commitment to adhere to equity, diversity, gender, child safety and staff health and wellbeing principles
- Contribute positively to other cross-functional teams as appointed
- Perform priority organizational tasks related to his/her competencies, as may be assigned from time to time.
- Actively participates and support the implementation and tracking of the Gender Justice Portfolio workplan and To C relative to the Care Connect Project
Contract Length: Fixed Term (Two Years)
