SUSTAINABLE FINANCING AND PARTNERSHIPS LEAD

The Tropical Disease Foundation Inc. (TDFI) is currently accepting applications for a Sustainable Financing and Partnerships Lead for an anticipated USAID-funded Tuberculosis Visayas and Mindanao Activity (TB Vis Min) activity in the Philippines. The TB Vis Min activity is a key component of the USAID Universal Health Care Project (UHCP) aimed at improving health outcomes for underserved Filipinos.
The Sustainable Financing and Partnership Lead will develop systems for bringing new partners to implement TB interventions and ensure that all interventions implemented through financing mechanisms (such as contracts and grants) are in line with USAID’s TB Strategies, and DOH Guidelines. S/he will also support local government units and recipients in developing systems for sustaining financing and monitor and oversee performance.
The position will be based in Cebu, Philippines and the position is contingent upon award and funding.
Responsibilities:
· Maintain a strong relationship with existing and potential donors, partners and stakeholders.
· Develops partnership frameworks and agreements with different private sectors, governments agencies, and other stakeholders to mobilize resources in accordance with USAID laws and regulations.
· Monitor and report on funding status, ensuring timely and accurate communication with donors and stakeholders.
· Provide training and technical assistance to project staff and partners on sustainable financing and partnership development.
· Support the development of tools, guidelines and resources to strengthen capacity in resource mobilization and partnership building.
· Develop and implement mechanisms to monitor the effectiveness of financing strategies and partnership activities.
· Conduct regular reviews and assessments to refine strategies and improve outcomes.
Qualifications:
· An advanced degree (at least Master’s level) in finance and contracting, international development, public administration, economics, public health or in a closely related field;
· Minimum 10 years of demonstrated experience in managing, implementing, and evaluating public health programs is required;
· Minimum 7 years developing financing mechanisms and managing contracts, grants or sub-recipients of health or other development projects to build management, oversight and administrative systems, especially public sector entities and civil society groups.
· Proven track record of securing from diverse sources, including government agencies, multilateral organizations and other private sector.
· Relevant experience in CLA or other adaptive management approaches.
