Roles and responsibilities:

• Designs, develops, and implements comprehensive talent development programs aligned with organizational goals
• Organizes and implements the company’s talent development projects to ensure that talents provide strong support for the company's strategic goals.
• Establishes and manages talent development systems, standards, processes, and regulations.
• Organizes and builds the company’s training platform, constructing normalized talent training methods and management resources in a hierarchical and classified manner.
• Builds and improves the company’s competency standard system, including optimization and iteration of competency standards, organization and implementation of competency assessments, and design of certification result application solutions to promote the relevant application of competency assessments and assessment results.
• Manages talent inventory and talent echelon management; systematically diagnoses and analyzes the company's talent team and management status based on inventory results, organize and carries out talent echelon construction work according to talent management strategies and medium- and long-term talent planning, ensuring the company's sustainable supply of talents.
• Participates in the design and implementation of strategic talent development projects, promoting employee career management and talent training, and evaluating and providing feedback on the implementation effects of talent projects.
• Collaborates with department leaders and HR Business Partners to identify training needs and empower them to implement talent development policies.
• Integrates diversity, equity, and inclusion principles into talent development strategies.
• Measures and reports on the effectiveness of talent development programs, making strategic adjustments as necessary.

Requirements:

• Bachelor’s degree in Human Resources, Organizational Development, or a related field.
• Minimum of 8 years of experience in talent development, with substantial experience in system and process creation.
• At least 3 years in a managerial role focused on talent development.
• Strong understanding of adult learning principles, organizational behavior, and competency assessment.
• Proven leadership, communication, and project management skills.
• Demonstrated ability to align talent development initiatives with business strategies.
• Must be able to speak in English. Preference will be given to candidates who can speak both English and Mandarin.
