CSU Extension and Elbert County are seeking a 4-H Youth Development and Natural Resources professional with the experience and skills to lead diverse and inclusive natural resource and 4-H youth development programs. The person will provide leadership and organization in the development, implementation, evaluation, and reporting of educational programs in Elbert County and assisting other counties as appropriate. The person will have a proven track record of developing and managing youth and adult volunteers and building program capacity, creating innovative programming opportunities, and fostering both internal and external collaboration and teamwork. The Extension Specialist will be an effective communicator with the experience and skills to engage with a variety of people and groups. CSU Extension Specialists throughout the state work as a team and share expertise. The individual in this position works as a member of the local county Extension team and as a local representative of Colorado State University. This individual works under the guidance and supervision of the Elbert County Extension Director.
- Completed bachelor’s degree. Conferred degree must be in Natural Resources, Range Management, Soil Health Management, Forestry, Youth Development, or a closely related field.
- 3+ years professional experience relevant to the Essential Job Duties (below) of this position.
- Course work and/or professional experience must provide a broad and significant understanding of discipline area associated with position.
- Must have a valid driver’s license or the ability to obtain a driver’s license or access to a licensed driver by the employment start date.
- The successful candidate must be legally authorized to work in the United States by the proposed start date; Extension will not sponsor a visa for this position.
- Ability to communicate through teaching, public speaking/presentation and writing as demonstrated through application materials and experience.
- Ability to plan, organize, work, teach and interact with diverse populations, including stakeholders from different socio-demographic groups and with varied background knowledge of the discipline area associated with position.
- Ability to secure external funding in support of the land grant mission through pursuit of contract, foundation and grant funding, and/or evidence of development of fee-for-service programs.
- Ability to supervise student or volunteer participation in applied research and Extension programming.
- Possess knowledge of and experience with methods of conflict resolution, facilitation, and public issues education.

- Possess basic knowledge of development and delivery of educational programs using educational technologies and their appropriate use.
- Knowledge and experience planning, conducting, and evaluating participatory Extension or non-formal education programs in response to local needs.
- Work collaboratively with local government and organizational partners to develop, implement, evaluate and report impacts of non-credit educational programming for adult and youth audiences.
- Communicate impacts of work to OEE communication staff and external statewide and national stakeholders.
- Provide leadership opportunities and training for adult 4-H leaders that will increase their effectiveness in working with youth and retain their commitment as volunteer leaders over sustained periods of time.
- Develop and provide programming for diverse audiences and assure compliance with civil rights and affirmative action policies, including reaching out to underserved and underrepresented audiences.
- Engage and collaborate with community-based organizations and diverse constituents (representative of the county’s racial, ethnic and gender demographics) to understand community needs and develop support for existing and new program efforts.
- Identify resources (grants, contracts, in-kind contributions, cost recovery fees, etc.) to enhance programs, support programming efforts and practice cost recovery
- Manage program funds in compliance with CSU and county fiscal policies and reporting requirements.
- Work with local groups and individuals to enhance their abilities to identify, prioritize, and address the needs of their community; specific emphasis will be local and regional 4-H Youth, community groups, and agriculture groups.
- Communicate and coordinate resources, research, and programming with faculty/staff at CSU, county, and other organizations.
- Develop and support strong equitable working relationships with Extension staff, CSU faculty, local/county agencies, community leaders and private industry organizations to address priority needs.
- Develop relationships and work with advisory groups and local leaders; cooperate with Extension Specialists in other counties to assess informal education needs in the area, develop/revise plans of work, implement educational strategies, and measure and report programmatic impacts.
- Maintain a strong working relationship with the Board of County Commissioners, including responding to requests for consultation, research, and other assistance.
- Provide conflict resolution, mediation and/or facilitate public dialogues.
- Engage with public officials in policy decision influence.
- Travel to and participate in meetings, professional development, events and periodic activities requiring travel and/or overnight stays.
- Attend community meetings to establish intentional connections between communities and university resources. Serve as a key individual for extension and engagement with historically marginalized residents.
