BC Patient-Centred Measurement (BCPM) under Providence Health Care is now accepting applications for their next Executive Director.

In accordance with the strategic directions, strategic priorities and the policy objectives of PHC, seven (7) BC Health Authorities (HAs) (per a provincial Appointment Agreement), the BC Ministry of Health (Mo H), and other academic and community stakeholder groups, the position is responsible and accountable for strategic and operational leadership and ongoing development, implementation, coordination, and oversight of the provincial Office of Patient-Centred Measurement (the Office). The Office oversees all aspects of a scientifically rigorous, province-wide performance and accountability program to improve patient-centred care by linking performance and transparent reporting on a range of performance indicators based on patient and family self-reports of ‘satisfaction', ‘experience' and ‘outcomes and health related quality of life' for every healthcare setting in British Columbia. The Office is the centre of excellence in Patient-Centred Measurement for the province of BC with the goal to improve the quality and safety of the provincial healthcare system by focusing care on what is important to patients, families, and consumers.

Reporting to the Assistant Deputy Minister (Partnership and Innovation Division of the MOH), and the Vice-President Patient Experience, Acute Care, and Chief Professional Practice and Nursing, the role is responsible for promoting high standards of leadership and management practice within a large, provincial, complex, multi-site environment; facilitating development of policies, protocols, guidelines and tools; developing and operationalizing annual work plans related to patient-centred performance measurement and improvement, and patient engagement through research design and action planning. The position fosters relationships with a wide range of internal and external stakeholders regionally, provincially, nationally and internationally to advance the vision, work plans, and ensure success in defensible measurement and in promoting action on results. Operationalizes the vision of the health authority CEOs and the Deputy Minister of Health to be an internationally recognized, scientifically rigorous survey research program committed to achieving excellence and innovation and measurably improving patient experience and outcomes of care within and across sectors and increasingly across the healthcare continuum.

The position uses a range of strategies to promote patient-centred care both within the provincial Office, with health authority teams across the province, to promote standardized pan-Canadian measurement and benchmarking, and to provide coaching and leadership in the re-design and co-design service delivery for clinical care providers, senior and frontline leaders, and governors, to develop, collect and report patient feedback with local, regional, provincial, national and international benchmarks, implementing leading practices to solicit feedback from patients (inclusive of developing instruments, and engaging patients and care providers as partners in improving care at the point of care). Ultimately, this role ensures accountability structures are in place for the care experience and health related quality of life indicators of patients to be included in the performance review processes of health authorities (by the Mo H) and fosters a culture of learning to meet the number one strategic objective of BC's health care system - to be patient-centred.
What You Bring:
Education
  • A level of education and experience equivalent to a Masters Degree in a relevant discipline combined with more than fifteen (15) of progressively senior clinical and management experience in the areas of leadership, strategic initiative development and implementation, system planning, change management, financial and information management, project management, survey research and quality improvement.

  • Thorough familiarity with current trends and issues relating to patient satisfaction/experience (PREMS) and outcomes (PROMS) of care measurement.
  • Thorough knowledge of patient-centred care philosophy and the use of survey methodology to measure the experience of care at the point-of-service to support quality improvement and at the system level to promote accountability.
  • Good working knowledge of project and change management principles and applications, their adoption, application and evaluation.
  • Demonstrated ability to manage many challenging and competing demands within a limited timeframe.
  • Ability to ensure decisions and program direction supports the goals of the organization and the governance body.
  • Ability to critically analyze and synthesize statistical and other data, apply statistical models to analysis of results and knowledge of psychometric properties of instruments used to measure the experience of patients/clients/residents/families.
  • Knowledge of patient satisfaction measures and tools, sampling methodology and sampling frames.
  • Commitment to and ability to effectively apply evidence-based decision-making and thorough knowledge of the principles, methods and tools of continuous quality improvement.
  • Demonstrated ability to work in a political environment.
  • Excellent interpersonal skills and a good sense of humour.
  • Excellent communication skills, both written and verbal, including the ability to professionally and effectively present material to a wide variety of audiences verbally and using electronic and written media.
  • Demonstrated ability to productively and appropriately use technology.
  • Physical ability to perform the duties of the job.

Your Day to Day
  • Leads and manages short and long term strategies, goals, objectives, and operational plans to ensure business strategies, plans (and related research, information gathering and dissemination) and operational support deliver the vision of the province's strategic objective of patient centred care by overseeing the Office and overall BC Patient-Centred Performance Measurement initiative and the annual work plans recommended to and approved by Leadership Council (comprised of the Deputy Minister of Health and BC Health Authority CEOs).
  • Provides visionary leadership to and co-Chairs the BC provincial joint MOH/HA Patient Centred Measurement Steering Committee (BCPCM) (comprised of senior representatives from six (6) BC Health Authorities, the First Nations Health Authority, the Ministry of Health, academic and subject matter experts, and patient representatives.) Co-Chairs the Canadian Institute for Health Information's pan-Canadian Interjurisdictional Patient Experience Committee and its Acute Inpatient Care and Long Term Care Subcommittees and participates as an invited Committee member on other provincial, national and international PCM Committees as a subject matter expert.
  • Advises and manages all matters affecting the provincial survey initiative, delivery of service, risk management and risk mitigation, research activities, human resources, privacy and information security issues, and financial concerns, inclusive of contract negotiation and management, which may impact on the achievement of a successful provincial survey program.
  • Leads, manages, develops, guides and maintains the Provincial Office Team (based at Providence Health Care), comprised of technical experts, subject matter experts, Masters and Ph D prepared consultant/contracted staff, support staff (Project Managers and Policy Analysts) and others as necessary. Oversees all aspects of human resource management for the area of responsibility including recruitment, mentoring, coaching, performance assessment, and performance management up to and including termination, including recruiting, supervising, and leading the expert advisory/consultation groups that provide guidance on each sector measurement strategy; (at any one time 3 to 5 consultation groups are in place with between 15 and 20 members).
  • Works collaboratively with the Provincial Office Team and others to ensure a consistent, service-oriented approach in the delivery of services, to ensure adherence to the scientific rigour of the provincial initiative, to ensure that the guiding principles of the provincial measurement strategy are followed and realized, and that a climate of cooperation and collaboration exists. Encourages an atmosphere that stimulates, guides, and encourages quality, maximum potential, and professional development.
  • Works collaboratively with the Provincial Office team, advisory committees, provincial and other stakeholders, including providing strategic advice to senior executives within BC's health authorities and the Ministry to develop, deploy, complete, report on, and promote plans and related surveys and research that define, advance and integrate Patient-Centred Performance Measurement initiatives and reporting needs across all BC Health Authorities and to create and strengthen partnerships and other organizations and bodies. Is the province's liaison to various networks to collaborate on PCM, for example, the Emergency Medicine Network of BC, the Provincial Surgical Advisory Council.
  • Monitors, evaluates and reports on the performance of the PCM plan for each sector, cross sector, and for the strategic direction as a whole. Provides direction and support for the work, as well as ensuring course corrections, as needed. Facilitates the determination and implementation of performance improvement activities appropriate to patient-centred measurement and reporting.
  • Leads, develops, recommends, oversees, manages, implements, evaluates, promotes, and participates in projects aligned with provincial strategic priorities, using leading edge, evidence-based practices and survey strategies. Projects are directed at established goals and for system-wide collection and dissemination of Patient-Centred Performance Measurement information that influences, guides, and informs provincial decisions regarding measurement of patient-centred care, inclusive of self-reports of patient satisfaction, patient experience of care, and patient outcomes of care, the direction and delivery of programs and services, and the sustainment and improvement of services within existing resources and boundaries of government legislation and policy.
  • Participates in and leads the research, development, and writing, of evidence-based protocols, guidelines, and tools such that the Provincial Office of Patient-Centred Measurement is the central repository of knowledge and knowledge translation related to the measurement and improvement of patient centred care. Monitors compliance with applicable guidelines, policies, and protocol. Leads a coordinated approach to the validation of sector tools outside of the priority sectors approved by Leadership Council and leads a consensus process for sector specific custom question development and validation across all seven (7) Health Authorities.
  • Identifies and recommends new initiatives to the BCPCM Steering Committee, including research projects to meet the needs of the province and to recognize new development in the state of the art of patient satisfaction and experience of care and outcomes measurement, reporting and action planning, learning and improvement. Oversees new initiatives approved by the BCPCM Steering Committee and Leadership Council. Supports Health Authorities and facilities in the analysis and interpretation of sector results, and in identifying provincial areas of best practice and opportunities for collaboration for improvement.
  • Leads the development of frameworks for public reporting of survey sector results. Liaises with Government Communications and Public Engagement for final approval for public release of survey results, and develops government briefing notes on sector survey results.
  • Participates in internal, external committees, provincial, national and international events, forums, and meetings impacting patient-centred measurement in BC and related activities. Represents the province on interjurisdictional and pan-Canadian forums related to survey research, advising national, provincial and territorial agencies such as the Ontario Hospital Association, Accreditation Canada, the Canadian Institute for Health Information, the Canadian Foundation for Healthcare Improvement, Health Quality Ontario, Healthcare CAN, the Canadian Partnership Against Cancer, the Nuffield Trust and King's Fund (UK), and the Bureau of Health Information (NSW, Australia).
  • Develops and fosters networks, builds positive alliances, engages in cross-functional activities, collaborates across boundaries, finds common ground, makes presentations, and maintains effective ongoing working relationships with a wide range of stakeholders such as vendors, provincial and federal government agencies, sector-specific consultation groups and forums, universities, professional regulatory bodies, executive leaders from all BC Health Authorities and senior leaders from provincial, national, and international organizations.
