Organizational Setting and Reporting Relationship
The position of Senior Tourism Industry Specialist is assigned to the Water and Urban Development Sector Office within the Sectors Group. SG aims to deliver impactful sector strategy, initiatives, and integrated solutions that advance ADB's strategic agenda in the region and with ADB's clients. The SG, which is comprised of seven sector offices, delivers or supports the delivery of sovereign, nonsovereign, and advisory operations; delivers knowledge services; supports regional departments (RDs) and resident missions (RMs) in engaging with developing member countries (DMCs); and ensures ADB's technical leadership externally and internally.
SG-WUD leads policy development and dialogue, knowledge management, project quality assurance, sector analytic work, and loan and technical assistance processing and administration in the water and urban development sectors and includes ADB's work on tourism industry. You will be based at our Headquarters in Manila, Philippines and will report to Director, WUD and will oversee national and administrative staff.
Your Role
As a Senior Tourism Industry Specialist, you will provide technical support and leadership to project teams in WUD, other sector offices, and other departments, in conducting analytical work to assess the potential for sustainable tourism planning and development at the city, country, and regional level, and processing and administering sustainable tourism investments and lending programs, taking into consideration opportunities to attract private sector investment and support in the delivery of public-private partnership structures and technical assistance.
You will:
- Conduct analytical work in coordination with operational departments to determine potential for sustainable tourism planning and development in selected cities and countries by collating resources, data and reporting trends.
- Lead in identifying, designing, processing, and administering projects in sustainable tourism with a focus on holistic, integrated, and sustainable solutions considering planning, strategy, policy, regulations, marketing, infrastructure and basic services, private sector participation, livelihood and skills development for micro, small and medium enterprises (MSMEs), innovation, high-level technology, and urban and tourism related institutional capacity.
- Provide extensive inputs to project teams in preparing sustainable tourism projects, join missions, and advise governments on improving sustainable tourism development plans based on regional and local resources, and data analytics on available and probable tourism support infrastructure.
- Coordinate across sectors in the geographic space covering sustainable tourism projects including but not limited to urban planning and development, urban design and place management, private sector development, water, sanitation and hygiene (i.e., WASH), solid waste management, flood risk management, transport, energy, health, education and information and communication technology.
- Ensure thematic issues in project design, including but not limited to urban resilience, climate change, environment, disaster management, architectural conservation and cultural heritage, pro-poor, gender, green growth, social development, governance, and finance are incorporated in projects.
- Lead teams to administer projects and technical assistance, construction, operation, and maintenance contracts, and engage contractors and consultants through different procurement methods.

Coordinate with development partners active in the sustainable tourism sector
(e.g., UNESCO, UN Tourism) to exchange information and record lessons learned for incorporating into ADB projects. - Participate and support knowledge and thematic work with practical relevance in delivery of sustainable tourism projects.
Qualifications
You will need:- Master's degree or equivalent, in Urban and Regional Planning, Tourism Planning Management, Architecture, Heritage Conservation, Economics or related fields; or University degree in Urban and Regional Planning, Tourism Planning and Management, Architecture, Heritage Conservation, Economics or related fields and at least 5 years specialized experience relevant to the position can be considered;
- At least 10 years work experience, with relevant international experience working in several countries;
- Excellent written and verbal communication skills in English;
- Ability to undertake background research and analysis on difficult but well-defined tasks; collect and organize required data and information; apply appropriate computer skills in analyzing and developing the data; and prepare notes, papers, and sections of reports;
- In-depth understanding of the interactions between different ADB or similar multilateral banks' work areas as well as relevant workflows and their purposes;
- Good analytical thinking with ability to make simple causal links, pro-and-con lists, and analyses to reach a decision; and set priorities for tasks in order of importance;
- Ability to liaise and work effectively with staff within own work location and can work collaboratively with teams; and
