About you and this role

Within Dow, we have an exciting opportunity on the Fort Saskatchewan Path2Zero Program for a Project Procurement Manager (PPM) located in Terneuzen, The Netherlands.

As the Procurement Manager, you will work closely with third party partners to drive effective execution of cost reduction strategies to meet budget and schedule commitments.

Responsibilities

Engage with project teams and workgroups globally to deliver the maximum possible value to the Dow Businesses, Joint Venture (JV) or 3rd party affiliate partner.
Ensure that strategic sourcing activities and procurement operating discipline are followed to help assure project efficiency and purchasing effectiveness.
As a key member of the project team, the PPM determine overall project needs/deliverables, and works the Strategic Sourcing Center team, e.g., Category Leaders, Sourcing Managers, Sourcing Specialists, EPC (Engineering Procurement and Construction) Directors and EPC Contract Managers to support.
Provide consulting, training, guidance, and leadership of the capital procurement process.
Identify strategic value contribution opportunities and define value contribution projects based on business discussions and interfaces with the business and/or project.
Develop customized project procurement plan(s) and instructions for each project and distributes to Purchasing and project personnel.
Plan, schedule, and ensure that procurement schedules are compatible with project schedules, risk management plans and especially-critical equipment and construction labor.
Apply knowledge of supply market conditions from manufacturing and labor area contractors to guide the project team in project planning and execution to proactively forecast problems.
Direct purchasing activities to maximize protection of company assets through proper use of legal documents such as service agreements, indemnity agreements and others.
Balance legal considerations with project needs in making business decisions, utilizing the concept of "appropriate risk" as a tool in taking action after weighing alternatives.
Lead or coordinate effort for the project team to resolve claims and disputes against Dow or by Dow against suppliers.
Intervene with suppliers on performance issues at the request of the project team, and in consultation with the appropriate Strategic Sourcing Center representative.

Qualifications

A minimum of a Bachelor's degree is required.
A minimum of 4 years of relevant industry experience is required.
Capital procurement experience is required, preferable on large/mega projects.
Ability to communicate fluently in English.
Travel required up to 50%.
